Rumors escaping Britain told tales of the thousands of magical and muggle victims of Sanguini and Fenrir Greyback and his pack; those  who sought assistance from the Ministry’s War Crimes Support Service offices (managed by Percy Weasley Esq.) often disappeared without a trace. 

Goblins were listening, still smarting from the way wizards kept goblin-made treasures away from their makers for millennia. Gryffindor’s sword sat once again on Gringott’s list of stolen goblin artifacts and they hated the Ministry for protecting the talisman from their claim. The witch heading the Goblin Liaison Office for the Ministry mysteriously fell to her death after the Wizengamot refused to hear the goblins latest civil appeal for return of their “property”.

Initially Molly Weasley campaigned tirelessly for the incarceration of all beings, beasts and spirits who fought for the Dark Side. Ridding Britain of potential threats, the mother of six living (but morally divided) children decided unilaterally, would ensure the safety of her family for millennia.
