Dark blond and works at the school, was at the battle and not killed(as far as is known) Has Argus been making himself scarce during the full moon recently? He's not blonde, but has greying hair that might work. Colin Creevey? Justin Finch-Fletchley? Why not make this simple and turn the house-elves loose to search and capture? They have enough magic to make it work.

I am very happy with Mollys reaction. Usually when Ron and/or Ginny is bad guys, Molly is portraited badly as them. It is refreshing to see it done in another matter here:-))
