While I like your idea, I think some of your characterizations and dialogues could have been better. Dumbledore's actions and questions didn't fit too well with Harry's reactions and thoughts(...if he disliked Dumbledore why does he work as DADA professor?).
When exactly was the "last battle"? Why would Anita want to ask Jean-Claude about a HUMAN magic user who is new to the town(...how does she know he is new to the town in the first place?), since only vampires need to ask the Master of the City for hospitality? Why doesn't Harry protest Anita's rather rude and unprofessional order to "stay in town"? It doesn't make sense for Anita to act so unprofessional in her Federal Marshal persona and Harry would be free to press charges for undue harassment(...which as a mature war veteran I'd imagine him to do).
I really do like your idea, but I think you could do a much better job if you didn't rush your writing.

ooh, the conflict begins! or will soon. will the vampires know about wizards or are they as separate from it as most muggles? can't wait to see where you go from here.
