The Law
Chapter Four: The Law
Hermione rushed into her office, already running late. Luckily, it was technically her day off, even though she always went to her office on her days off, especially when Ron was off in another country for his Quidditch games. Harry had sent her an owl this morning telling her to meet him at her office in ten minutes. She barely had had enough time to get dressed, considering how urgent the message was. She saw Harry waiting impatiently as she opened the door and invited him in. She tucked a stray piece of hair behind her ear. “What is so important, Harry?”
“I’m guessing you haven’t seen the paper this morning,” he said, tossing it on her desk as she sat down.
Hermione picked up the Daily Prophet and began to read the front page aloud:
A new ordinance has been issued and will go
in effect immediately. The Werewolf
Ordinance states that all known
werewolves must report to the Ministry of
Magic within the next week to be tagged
and collared. During the full moon, the
werewolf will also be confined in a
secure Ministry prison cell.
Serious repercussions will occur if the
werewolf would refuse, thus resulting into
the werewolf’s death.
There were other things in the article, but she had stopped reading it. She gave Harry a worried look. “This is absolutely horrible, Harry! Does Remus know?”
Harry sighed. “I don’t know. I just read this, and I had to tell you. It’s not right, Hermione. Remus already has it hard enough, but to be treated like some sort of animal and criminal - it’s just wrong. Can’t you do anything?”
She sighed, wondering what exactly she could do. “Remus would have to come to me. I can file an appeal. Perhaps try to get other werewolves to sign on. It may take awhile, Harry. Justice is not very swift when you need it to be, but if Remus wants to go after this, I will help him.”
He nodded. “I’ll see what I can do.” He turned to go, actually having a lot to accomplish today. “Hermione, thanks for listening about this. I knew I could count on you.” He gave her a smile and ran his hands through his messy hair that still, after all these years, had not calmed down.
“You’re welcome, Harry. I’ll do everything I can,” she promised genuinely.
“I know you will. See you later, ‘Mione.” He then left her office, leaving her to ponder over this new ordinance from the Ministry.

Hermione stood and stretched to get the kinks out of her lower back. She had been sitting hunched over for too long at her desk, going through various law books trying to find something that might be blatantly unlawful about the Werewolf Ordinance. She was unfortunately coming up empty so far. She hadn’t heard from Harry since morning, and she was beginning to think that Remus was just going to go along with the new law.
There was a knock on her door. “Come in,” she called, realizing that it was late afternoon. The door opened, and she saw Remus standing there. She gave him a concerned smile. “Please, have a seat. Did Harry tell you about the ordinance?”
Remus sat down. He looked rather nervous - like he didn’t want to be there, even though Hermione was his friend. “Harry told me that you wanted to help. He persuaded me to come actually.” He sighed. “He also mentioned that he would pay whatever fee you ask, since...well, you know.” He then glanced at her, letting his eyes meet hers. “Hermione, do you think you can help me?”
She returned his gaze. “I will do everything I can to help you, Remus. You are my friend. Plus, I just can’t stand by and let this happen to you or any other werewolf. It’s not fair, and it’s against your rights as humans.” She shuffled some papers around on her desk and found the parchment she was looking for. “Here is a legal draft that I have drawn up. I want you to read over it so I can finalize it and file it with the courts today. Oh, do you know of any other werewolves that would be interested in signing on as a joint-action suit against the Ministry?”
He took the paper and read it over, noticing which points she decided to bring up. “The draft works for me.” He sighed. “I don’t know how many other werewolves will be willing to sign this, Hermione. There is a list with the Ministry of all registered werewolves already, so you might want to check it and see if you can get in contact with some of them.”
She nodded slightly and took the draft, finalizing it quickly on her typewriter. “I will file this immediately. You are welcome to come with me to the Ministry, if you wish.”
“I might as well. I have to get my tags and collar.”
She looked up from her typing and stared at him. “No. You can’t do that yet.”
“But...the ordinance says...”
She cut him off abruptly. “I know exactly what the ordinance says. Just wait a few days, Remus. You have a week, and we need to see how this works out.”
He reluctantly nodded. “You are my legal council, so I will wait.”
She finished typing up the paper and stood up, putting the files in her briefcase. “Let’s head over to the Ministry.”
The two of them went over to the Ministry and filed the brief. Hermione waited around, managing to get a court date before the next full moon, though they told her that Remus would already have to be tagged and have the tracking collar placed on him. She silently fumed as she watched them place them on him. Then they left, going back to her office.
Hermione was very worried about Remus. He looked more depressed and dejected by this new treatment than she had ever seen him. “I’m so sorry, Remus,” she said softly as she silently vowed to find some way out of this for him.
Remus shrugged and gave her a rather sad smile. “It’s okay, Hermione. I guess it was only a matter of time before they had decided to let this happen.” He paused and looked at her. “Do you think we stand a chance?”
She saw the hint of hope in his eyes and took his hand in hers, not wanting to lie to him. “Our chances are fairly slim, Remus, but I will do everything in my power to help you and work this out.”
He gave her hand a squeeze and nodded. “I know you will.” He laughed lightly. “If anyone is stubborn enough, it is you, Hermione.”
She laughed. “Exactly!”
He sighed and released her hand. “It would be easier if there was just a cure for lycanthropy, but no one has even come close to it. Only the Wolfsbane Potion helps.”
Her eyes brightened as the idea struck her. There was only one Potions Master she knew that had the audacity to brew such a complex potion and was up to a challenge. Plus, he was just as stubborn as she was. She didn’t want to get Remus’ hopes up though. “I’ll see what I can do for you, Remus.” She looked at the time, realizing that if she was going to make it to the library that she was going to have to get a move on. “I hate to do this, but I do have more things to do. I will owl you with what I find out.”
He nodded. “Thank you, Hermione.” He gave her a friendly smile and left.
She laughed quietly to herself. “Oh, this just has to work,” she said as she grabbed her things and headed to the Wizard Library of London. She just had to do research and find out if there was a way to come up with a cure for lycanthropy.
