During the first few relationships that he had after the end of the war, Harry never believed the words when his partner said them because there wasn't any true feelings between them. Honestly the relationships he had were just about the sexual relief and just a way to confirm that they were still alive.

Mostly he didn't believe the words because they came from starry eyed girls that just wanted to marry him for his name. He ended up stopping the sexual relief relationships after one girl tried to trick him into getting her pregnant.

After that he left England and went to the states, following up his search of his family tree that indicated that he might have some living relatives located in San Francisco.

Unfortunately that lead had ended up being false, but he did end up finding someone that he started a real relationship with.

Harry didn't end up regretting the relationship and two months after they met and started dating, they exchanged 'the words' and Harry found himself believing them for the first time in his life.
