London Calling "“ The Clash
"Giles, hey Giles, you down here?" called Willow, the late afternoon sun filtering down the spiral staircase which ledthe the cellar. She heard a far away muttering and smiled as she followed it. She trailed past rows and rows of books, trying not to let any of them catch her eye or she knew she would be lost forever, as she suspected Giles already was.
"Giles?" she called again, thinking he could be anywhere down here. It was, according to Giles, twice the size of a football pitch. She remembered this because she had called it a soccer pitch when talking to Buffy on the phone and Giles had clucked his tongue, moaning about "˜the bloody American language' and proceeding to launch into a long, boring lecture on the "˜beautiful game' as he called it.
"Quite extraordinary," came a voice from the next aisle. Willow stuck her head around the corner to find Rupert Giles sitting on the floor surrounded by at least thirty books. He had taken off his jacket, his tie had been thrown half way down the aisle and his shirtsleeves were rolled up.
"Having fun?" asked Willow with a grin. Giles looked up, startled.
"Willow?" he said, "I didn't hear you come down," he looked around at the books and then back up at her. "They are all here Willow. A copy of every single watchers diary, including Wesley's and mine. I don't know how they did it, I still have mine upstairs, so how did they"¦?"
Willow raised her eyebrow. Giles was the most intellectual man she had ever met but sometimes he had no common sense.
"Oh come on Giles, surely you don't think that you were the only member of the council to employ magic to your work? These were obviously magically keyed in to all the watchers, so the council could see what you wrote,"
Giles looked a bit flustered at this revelation. "Well, they would have come in very useful in the last eight years, I know that much."
Willow nodded in agreement, "And I'm sure they'll be just as useful in the next eight, let's face it we're going to need all the help we can get, sorting this place out," she said, gesturing at the myriad of books around her.
They had been working with the coven in Westbury for nearly a year, when they received the visitor from London.
(Giles and Willow stepped into the drawing room and a woman stood up. She was middle aged, tall and slim with her silver hair cut in a stylish bob and an attractive face.
"Mr Giles, Miss Rosenberg," she said shaking each of their hands in turn, "My name is Kate Gwilliams and I am an associate with Holbrook, Spring and Clark solicitors."
Giles and Willow gave each other a sidelong glance, both wondering how this woman knew where they were, and more to the point, who they were.
Before either of them had a chance to ask, she spoke again.
"I am here on behalf of The Watchers Council of Great Britain."
Giles snorted at this, "I am terribly sorry Miss Gwilliams--"
"Please call me Kate," she said.
"Very well, Kate, but the Council no longer exists, as I recall it exploded," Giles stated dryly.
"I am well aware of that ilesiles," she said calmly, "but surely you did not think that an institution such as the Council would not have a contingency plan for such an eventuality?"
Giles looked as though that was exactly what he had thought.
"With the recent death of Mr. Wyndam-Price, you, Mr. Giles are the last living watcher, indeed you are now the last living member of the Council."
The mention of the fallen watcher shook Giles.
"If you are here to rub salt in an already open wound, Kate," he bit off the last word, "then I would say that your work here is done."
Willow, sensing that Ripper was close to the surface of the usually calm man, stepped in. "Kate, I think what Giles is trying to say is that in the last eighteen months we've lost some of our strongest allies and closest friends. Even though we've gained lots of new slayers, the loss is still quite fresh. Why are you here?" she asked with a small smile.
The older woman looked perplexed, "I am here to get your signatures on the deeds," she said as though it were the most obvious thing in the world.
"The deeds to what?" asked Giles, through gritted teeth.
"To the new Council building of course."
The both stared at her, in shock,
"You were never informed of this Mr Giles?" he shook his head.
"Oh dear," she said, rifling through her briefcase and pulling out a sealed envelope.
"Quentin Travers bought this to me, on the morning before the explosion. My employers have represented the Council for many years. It is addressed to yourself and Mr Wyndam-Price. He gave me explicit instructions that in the event of the Councils destruction, I was to track to you down and it give it to you." She paused. "I assumed that you would know about it."
Giles took the envelope in shaking hands and began to read.

Rupert & Wesley,
If you are reading this then the signs were right and the council is no more, yet the two of you have survived yet another apocalypse. Do not be surprised. It has happened many times before, that the Council has been all but wiped out, yet it has always been rebuilt. This time is no exception.
The new premises have been bought in your names and are awaiting your arrival. You will find that this time around the Council has taken some tips from a very successful law firm and we are hoping that it will ensure our longevity.
Wesley, you have been fully reinstated. Please try to bring Miss Burkle with you, we have been watching her and feel that with her mathematical and scientific mind, she could be invaluable to the Council.
Rupert, please try and bring Miss Rosenberg with you, for the same reasons, as well as the fact that she is one of the most powerful Wicca in this world.
You are now the joint heads of the Watchers Council. Use any means necessary to recruit new watchers, I have a feeling you will need them.
All the information you need on the taking over and the running of the council is stored in the cellar of the new building, and Miss Gwilliams is at your disposal should you have any need of her.
Please pass on my regards to Miss Summers and tell her it was an honour, and to Miss Faith and tell her it was a challenge.
Quentin Travers

The room was silent. Giles looked at Willow who had tears running down her cheeks and he knew that she was thinking about Wesley and Fred, who she had become quite close with the previous year.
"I willp ylp you in any way I can. My father was a Watcher and I have a great deal of knowledge about the Council," said Kate in a small voice, "So now you know why I am here. It is up to the two of you now. You are the new Watchers Council.")
They had spent the rest of the day looking over the paperwork, and when they were convinced that it was not a trap, they signed.
They were not expecting the twenty-storey purpose built office block, which they had spent every waking hour of the last month exploring. They tried to organise themselves quite quickly as they were already communicating with the covern to find suitable trainee Watchers
The computer technology was so advanced that it had left Willow speechless and more than once Giles had found her asleep slumped over one of the keyboards while trying to hack in and find out how it all worked
But it was the cellar, which was the real treasure trove. It was not even fair to call it a cellar really, it was an underground library. All the books that Giles thought to be lost in the explosion were here and when they had first walked down there, Willow thought he was going to cry with joy.
Giles pulled himself up from the floor, wincing at the stiffness in his back.
"I need a cup of tea," he said heading out of the aisle and down another one, "Would you like one Willow?"
She tried to answer him, but the words stuck in her throat as she came to the end of the aisle and walked into a picture perfect replica of the old Sunnydale school library.
"Giles?" she breathed, her big green eyes looking at him in astonishment.
"I am sorry Willow, I had forgotten that you had not seen it. It was like this when we got here, but I only found it a few days ago. I phoned Kate and she told me that Quentin Travers had ordered it done this way, said it was how we had started and how we worked the best."
"It's amazing," said Willow, sitting down at the big table just as she remembered doing eight years ago, when she had first heard the term "˜Vampire Slayer', and watched Giles go into the little office to make them tea.
"So," he said coming out and setting the cups down, "What brings you down here? Had enough of the web have you? Finally beaten you?" He still despised the machines and left anything technical to Willow.
"No actually," she said with a smile, " I just received a call from Faith."
Giles looked up in alarm. "Is everything alright, the Hellmouth?" he asked.
"Is still sleepy," she said, "She's on her way here actually."
"Here? Why is she coming here? What about the Hellmouth, who is guarding it if she is coming here?"
"Calm down Giles, it's fine. She asked Mary and Jessica, two of the new slayers she trained to keep watch on it, and let's face it, it's hardly the most active Hellmouth we've ever come across."
Giles frowned. "Very well, but why is she coming here?"
"Because I asked her to," said Willow, not smiling now, "she called me up at lunchtime, with a strange story. She says that she's met a man who can turn into a dog."
Giles looked at her sharply. "A Werewolf?" he asked quickly.
"No, a dog. She says he's a wizard, one who is claiming to be the godfather of Harry Potter."
"What?" said Giles, visibly shaken.
Willow nodded at him, anticipating his next question.
"Faith is on her way to England, to us, and she says that she is bringing Sirius Black with her."
