The surname Salazar as a surname is of Spanish/Basque and dates back to at least the 8th century AD. It means old hall. It is common in the Basque counties of Spain, Northwest Spain and Northern Portugal. As you noted, Antonio Salazar was a Portuguese dictator in the early to mid 20th century. However I doubt that is the origin of the Salazar Slytherin's forename.
The forename (first name) Salazar is Celtic in origin. Northern Portugal and Northwest Spain were settled by Celtic tribes. These tribes later established settlements in Wales, Cornwall and Ireland. In Celtic Salazar or Seleazer is the Celtic form of Eleazer a Biblical name, meaning "God is my Help". The Celts in Wales converted to Christianity around 300-400 AD.
Slytherin is Old English (c.800 AD) and means "cunning within". It is from the old English words syl = cunning + therin = within or there in.
I like the story so far, but did want to give you the information of the names. I'm Welsh and have been tracing family names, so had already come across both Salazar and Slytherin [as a descriptive byname] in the family tree.

All Hallows Eve, the evening be for All Hallows Day dates from the year 835 when Pope Gregory moved it from May 13th to October 31.
The new date also corresponds to the Celtic Festival of Samhain, and some of its traditions were added to the All Hallows Eve celebrations.
So if we are in the year 900, the Founders would have known about All Hallows Eve as at that point the Muggle world and Wizarding worlds had not been separated.
