It does not contain two of the three required elements. Namely, the parts in which you state you do not know the person or persons you're writing about, and that the story itself is fiction. It needs to CLEARLY state you don't know the person or persons you are writing about, and that it is a work of fiction.
Please note that saying you don't own the person or persons is incorrect; you must state that you don't know them.
