The ministry only gets involved with underage magic it is classified as underage once you receive your wand at age eleven or possibly your Hogwarts letter . Accidental magic is what happened with Harry in the two listed incidents and it seems to be an instinctive and primal subconscious protective/defensive action that is Accidental and usually presents itself when the magical child is in danger or in emotional distress , it is extremely rare for untrained witches and wizards to be able to control their abilities the only definate examples are Tom Riddle and Lily Evans but also possibly Ariana Dumbledore  . The ministry tracks underage wizards with the trace most likely placed on wizards at birth or when they first get a wand for muggleborn students and then any magic in the area around the trace is reported . It is mentioned in the books that in magical families especially large ones like the Weasleys that it is up to the parents to enforce the ban because the ministry cannot diferenciate between magic performed by an underage witch or wizard or a of age witch or wizard in the area the trace is active . It is extremely rare for Accsidental magic to occur after training begins but as shown with Harry in POA it can still happen when a powerful witch or wizard is provoked in a manner similar to what Marge did to Harry . Loved the story write more please we need more Fred/George !!! 

wonderfully done story, and as for your rant down at the bottom, the glass, his appaparation and his aunt blowing up are called accidental magic and are forgiven due to the user not doing it on purpose, magical outbursts happen in young witches and wizards

My, my, what an epic story we've got here! Such detail, so well written, and it flowed ever so nicely.

It's very gorgeous how they react to just being with each other, how George is so keen on it /because/ it's Fred, not because it feels good...although I daresay that played a part.

And just to be very, very nerdy..

There's a bit in one of the books where they find out that the ministry can't follow who did the magic; just where it was done. So, this stands to reason that in a wizarding home, they wouldn't have any idea if Fred or George did such a racy charm, or if say...Charlie and Bill came home for a little romp during vacation.

Just to throw that in; so you know you're golden....

When you reviewed one of my stories, I recognized your name and nearly fainted. I remember it from reading Consummation some time ago on another site.
I bawled my eyes out over this then, and it didn't fail this time either. It has to be my favorite FredxGeorge story out there :)

So after reading Double Helix I went to your profile and found this story, and all I have to say is... WOW.
Once again, their relationship feels real. It seems more like an actual occurance than a story.
I find it so sweet that even before they were born, they were unbelievably close.

I'm at a bit of a loss for words right now, so all I can really say is I LOVED it! I wish there more more Fred/George fics as good as this one.
Oh, and I also read the other two stories that came before this one, and I'd go back to individually review them but I'm tired right now, sorry ^^; --but they were amazing too! I love how you came up with the idea of them first starting out like this.
