As for intact vs circumcised... only America and Isreal forced genital surgical alteration to infants, without appropriate anesthesia or pain control management. It is not cleaner - in fact infant boys die from infection, shock and blood loss due to this unnecessary surgery.
If it was cleaner, or had any factual benefits, all the wealthy and developed nations would be doing it routinely too.
I prefer a silky and soft sheath on a penis - makes the head/glans much more sensitive, allows the penis to grow to it's full size and it helps keep a woman's lubrication during sex.
