Yes, it's underage magic, but it's hard to identify exactly who is performing it in magical areas. Harry got in trouble so much because he lived in a muggle area. More than likely, and this is conjecture, the magical signature was ignored or might not even registered since there is so much protection around Sparse Venues as well as magical activity due to Hermione's work. That's the best I can give you on that. In another story I had Mathias Granger (Hermione and Snape's son)get in trouble for performing magic in Hermione's house setting the table at Christmas and was informed by several readers that usually nothing was done when it occurred in magical households or areas because it was hard to identify who performed the spell. So I had him targeted after the fact because of the DKV views that were being taken up. So Rose and Hugo were fine, though they had no business doing what they were doing in the first place.

I'm really enjoying the plot of this story. I've never seen Hermione in canon, though, quite so single-minded, she's always seemed to fit things in. She's certainly never been unclean apart from some quill-ink on her face -- and that's not unheard of with ink of any variety. She just seems so OTT in this fic. Well, apart from that, I like the premise. I was just wondering, how could molly say she'dbe neglecting them when they're at school all term?? that was funny of her.
