It's good, but the only inconsistency would be that the potion has to be brewed every 7 years, yet you don't explain what happens to the people who graduate in the years between. Do they all have to go to the Ministry or St Mungo's to brew, or is it that the 7th years every year have to brew the potion, which would make more sense.
