I like how they accidentally back themselves into the corner. I dislike Dumbledore's explanation of why they would make each other happy--if Hermione and Draco fall out of their house stereotypes, why can't others? Why couldn't Hermione be happy with an atypical Ravenclaw? Also, Hermione is slightly prone to panicking--would she actually take the news of the law so calmly? And would Dumbledore really okay telling her friends? Ron is not precisely discrete.
Would the law or wizarding custom prevent an open marriage?
Have you considered a staged "drunken elopement"? It'd be really funny to see that get mad at having to be so undiginified. Or have them set up a rumor that Hermione was imperio-ed or blackmailed into proposing? I'm curious to see how you get them married without society being utterly bewildered. Please, no detailed descriptions of bridesmaid dresses!
I like how you're actually addressing the details and not making the law so ridiculously extreme. Hence all the questions, since your setup is more realistic than most.
